You don’t need a gym membership but a Steam romm or a Jacuzzi should do the thing. Give it try and see how it goes.
Anything else like exercises, walking swimming will build muscle on your legs.
If you want to keep the muscle tone away you… pretty much have to skip out on excersize… look at your diet- eat only as many calories as you need to be healthy and cut a lot of fat and salt out of it. Look after yourself- still go out for walks and such. Best of luck.

Gurls are suppose to have thick fleshy and curvy thighs aren’t they?
Weight exercises will only increase your muscle mass. Do aerobic exercise. Like lying on your back on the ground and riding an imaginary bicycle. That shouldn’t make you breath too hard either.
You don’t tell us what exercises you’ve tried. But any cardio workout like aerobics, step aerobics or jogging will tone those thunder thighs without building alot of muscle…
You want to build muscle in your legs so it can burn the fat in your legs so you can get the look of the legs you want. You won’t over build muscle in your body like you see in some people. Most muscle building is determined by genetics. The fact is the more muscle you have the more fat you burn because it increases you basal metabolic rate.
You might want to try Pilates, but keep in mind that there is no quick way to tone up or to lose weight. I remember my physiology professor saying that while people pack on weight over time, it takes twice that time and four times the effort to remove it. Even though she said that for laughs, the statement does have some truth in it.
