Is it best to lose weight and then start building muscle or build mustle then lose weight?

Im not fat but im not skinny.. i have alot of loose muscle and im wanting to lose my beer belly and have nice abs and muscluar arms.. im wanting to know what is the best way to go around this… Lose the fat and then try agin muscle or gain muscle then lose the fat? thanks
